The United States federal government should prevent nearly all future increases in the United States federal government's military presence in Afghanistan.
This plan text will change. The two things that will definitely be in the plan text we finally write is that it will cap or freeze current levels of troops in Afghanistan and that this cap will be approximate--allowing some/minimal flexibility up or down.
*This may undergo substantial revision. We're investigating whether or not we can make the preventive war advantage also cover Iran strikes (Israel or US).
